Impalas were around before the pony car/muscle car craze hit in the mid 60s. They were a snazzy full-size family car that started out as upgrade from another fullsize. And I would imagine that continued to account for most of their market even in the rest of the 60s. The Chevelles were very similar in style and lighter, so they were more popular with people looking to make performance cars.
Basically Impalas got muscley (SS package in particular) for the later half of the 60s like a lot of cars did, but they weren't where Chevy was putting its muscle car focus. So yeah, not at the top of the muscle car list, but what cars get on there tend to vary with who's deciding on the specific muscle-car definition.
